A good facilitator is a catalyst for action and encourages open discussion. By actively listening we are able to enhance productivity by engaging the audience in the topics at hand, summarising information and making suggestions.

Tasking the role of facilitator to an internal person can have its benefits, but may also result in biased facilitation and a stagnant discussion because conversation isn't flowing freely or encouraged if it contradicts the facilitator's agenda.
Bringing in an independant facilitator enables all attendants to participate without one having to act both as a contributing member and facilitator.
